Hi Rebecca, Apple has apparently not considered additional voices important at this point and since Apple controls these things rather strictly, it is of course not possible to install additional voices in any other way.
It would be best if you wrote to [email protected] and asked them that you would consider an additional voice a useful feature or at least they should make the voices for the various countries they have availableto be set as default without requiring one to change one's region to that voice's country. In addition it would be nice if they allowed for the download of at least 2 HQ voices. I did request the latter from them, but of course if more people do they may actually do something about it down the road.
