Folders are a purely visual situation. Double tap and hold with one finger on an app (pass through gesture). After the tritone, slide your finger slowly and the app will move. Place it on top of another app and a folder will automatically and both apps will be in it. I believe you can have up to 16 apps per folder. Drag other apps you want in the folder so that they are on top of the folder. When you lift your finger the apps automatically go in the folder.
