Hi,
The first setup screen is just the intro screen. When you double
tap the language message, you'll come to the first setup screen.
If you lock your screen or restart your device, you have to go
through this setup process.

Yes. This is normal. Your update is complete. The different
languages is
the unlock button. Since it doesn't know what language you
speak, it goes
through all of them. Just double tap that button, and you will
be on the
setup screen, and voiceover will be on and in english. lol.
