This is actually in Settings and Notifications. Once there double tap on Messages and towards the bottom you will find a button that says "Repeat Alert". It will also say how many times it is set to repeat, I assume it will say "Once" in your case since you said your alerts are repeated once after the initial alert. Double tap on this button and then find "Never" at the top of the list, double tap on it to select it, then back out of it or close Setttings. Here's a description of what's happening: My phone is locked, and when a message comes in, VoiceOver announces the notification and reads the message; Then, a few minutes later, the same thing repeats.
