You can choose to sync with your computer or you can choose to sync with iCloud. If you sync with one and then the other next time, you will end up with 2 sets and a hole lot of duplicates. It worked for me. It also worked on the Mac. That is how I transferred my
data to my Mac when I switched. Don't forget you need to select Outlook in
the combo box as the program on the PC to sync with.

The first radial button is Summary. Tab to the second radial button (I
do not remember its title) and press space to check it. Tab to the
information area and check sync contacts, then choose Outlook in the
combo box. You do the same thing for appointments.

If you want them to sync across iCloud, choose iCloud in this area so
iTunes knows to sync contacts and such using iCloud.
