Free to the US, yes, Magic Jack will do it. Worldwide, not for free. The best deal I've found is Skype plus worldwide for around $150 per year when purchased at one time. That covers 40 countries with some exceptions usually around mobile phones, which cost significantly more to call in some places. Skype allows up to three to five hours per day on that plan.
