Yes, you can share files between your devices if they're stored in iCloud, and no the devices don't need to be on the same wireless network.
I'm not sure what OS you're running on your desktop computer, but in Windows you'll need to download and install the iCloud control Panel. You can find this and read up on Apple's icloud at http://www.apple.com/icloud/setup/pc.html I'm not a user myself, so I can't speak to the accessibility of this application in Windows.
