The cellular data is to fetch the map information, not get the gps signal, that latter isi ndeed free!
Nothing short of a gps app with built in, or downloaded and hhosted on the device, will overcome this. Navigon is the one you buy and hold maps for without having to constantly go fetch the next bit.
