iPads and iPhone 5 and iPod Touch 5th Generations can have 16 apps in a folder, all others are limited to 12 apps. As of iOS 6, VoiceOver is a little more helpful when moving apps from page to page. As you slide the app toward the edge of the screen it will tell you that you are nearing the edge, then if you are not moving it too fast, it will say pause for page change. Pause and VoiceOver will announce the page numbers as they change and you simply slide into the main part of the screen when you get to the page you want. Alternatively, you can temporarily move an app out of the dock, then move an app into the dock, flick to the page you want and move it out of the dock, etc.
