You can use WiFi while the phone is set to Airplane Mode. I do
that all the time.
In the case of your phone ringing too many times before sending
callers to Voicemail, you may want to contact your carrier and
ask them to adjust the number of times the phone rings before
sending callers to voicemail. As far as I'm concerned, they're
able to do that.

I don't know about an app, but the following is from the iOS 6.1
User Guide
page 44 and gives these ways to send a call straight to
voicemail:
1. Press the Sleep/Wake button twice quickly.
2. Press and hold the center button on your headset for about
two seconds.
Two low beeps confirm that the call was declined.
3. Tap Decline (if iPhone is awake when the call comes in).
I'm not sure if number 3 works with VoiceOver on.
