Well, I would bet $1,000 that this is definitely not the case. The iPad Mini is so utterly too big for being a phone that such a rumour is simply ridiculous. On top of that the iPad Mini camera is 5 MP versus the 8 MP of the iPhone 4S and 5.
Anyhow, I don't think there is much point in speculating and repeating rumours at this point, we'll all find out in due course and if you want to follow the rumours then that is very easy to do online.
