Ah,  I've seen that symbol called a Grave (pr:brarve) accent,  and so often 
mis-used in this way.  Good in programming code though. Sighted also use l 
when they mean I! or even 1.

The symbol is used to show an extra space.

In print, the apostrophe is a single quote. Apparently some websites or 
computer codes use a symbol which Braille table interprets as quote rather 
than apostrophe. I have seen the same on some computers as well over the 
past several years. There are many different computer codes.
