With IOS 6, folders will hold 16 apps.

A folder will hold twelve apps. Also, sometimes VO will simply tell you which row and column you're on, so be sure to note where the folder's coordinates are. VO will sound a series of tones when you're sitting on a folder. You can pause there until the folder opens.
