I don't have time right now, but I believe that maybe in Settings, Notifications, there is a setting to either speak notifications in the lock screen or not. I know I've seen it somewhere but I'm drawing a blank.

You need to turn off VoiceOver with a triple click of the home button or turn off speech with a three finger double tap to truly silence it. IMHO, there should be a way to silence VO when you mute your phone, or somehow make this a configurable option if it isn't the default.
