I think the triple click of the home button will turn on VoiceOver if
you're setting up the iPhone for the first time. If it's already been
set up, such as by a sighted person, without turning on VoiceOver, then
you will need to go into settings on your iPhone or with iTunes to turn
on VoiceOver and enable the triple click home shortcut.
