I have a strong feeling the problems have more to do with not knowing the
layout of the screens, so he doesn't know what to do and therefore can't
properly measure feedback of his swipes in regards to what does and doesn't
work.
Practice the following...
1. Turn on the iPhone.
2. slowly place your finger on the surface and try touching the screen as
lightly as possible. Do this repeatedly and until you get a sense of the
pressure needed to trigger the voice feedback. You will find that you need
only the slightest pressure on the screen to activate icons on the screen.
3. with the phone on, make tiny swipes from left to right. These swipes
should be about a quarter inch to half an inch in distance. practice until
you get a feel for what is comfortable for you as well as the distance
necessary to move from one item to the next. Remember, once you have swiped
all the way to the right you will not be able to move to any other item, so
begin swiping in the opposite direction to move through all the icons once
again.

Ray, if you have a lot of difficulty with multiple tap gestures, there may
be a way around it using assistive touch. I will need to experiment with it
and get back to you later. Unfortunately, I am extremely busy for the next
month and a half, so do not currently have the time to experiment with it. I
can do so in mid-June if necessary.
