Hi Alan,
If you get a 3G/LTE model and a data plan you can easily make it into a cell phone by using an inbound VoIP number and an app like Acrobits or Groundwire (both are from the company Acrobits). These are full-featured VoIP apps with the same features as the phone app including call history, contact integration and in addition you also get call recording. The one difference is that you can't dial using touch typing on their keypads, somehow I think it must be Apple that restricts that because I have never seen a keypad where you can touch type in any VoIP app including Skype.
