Ok VoiceOver is used on the mac and the mac only but you can install
Nvda on the Windows install which by the way I haven't seen unless this
is a second hand Mac you are getting.

Hi folks,
I am thinking to buy a Mac computer with the Windows system installed.
Can voiceover work in Windows? If not, can NVDA be instaled in a Mac
and work for me in the Windows part? Hopefully understand my question
here!
