Well, if the point of the survey was to determine whether to put out a NLS app at all then I'd agree with you, although I'm sure their investment isn't over yet, so pulling the plug on something now rather than later that won't end up being used would still be a good thing.

Since they're asking about Android and IOS, they may be using this survey to determine how to prioritize their resources, e.g. maybe there's more interest in an Android app than an iPhone app, so they want to throw some resources in that direction and get that app out there first.

They may also be getting some scrutiny from some bottom liners and need this information to keep funding from being cut. Of course, in this case, it still would have been good to have this information laying around from the get go!
