Russ, I think you will get the option for the compressed voice after you have done your first Icloud connection.
When you have the back of the phone facing you with the Home key closest to you, at the bottom left you will feel a round indent about the size of a pencil eraser. Press in on that and it will pop out. The wrist strap has a keyhole at the end you fit over that pop-out. It never seemed very secure to me and the strap is just plastic, so seemed a little cheesy. I don't believe you are meant to try pressing that pop-out back in with the strap attached. I have never used it beyond just seeing how it works.
