Hi Angus,

I find that nowadays there are so many WiFi hotspots available, mostly
hotels have WiFi so even if you don't have your phone unlocked and use a
local SIM in another country, it is not so hard to find a WiFi and use Skype
or another VoIP service which allows you to make very cheap international
calls.

The new CRTC rules start on December 2, 2013. It is a shame that it is 
onkly data and not voice. A call home from another country will still 
sting like a beenest.
