Dan, the way I do this is to do a 3-finger double-tap to temporarily turn Voice-Over on & off.
In other words, use SIRI to tell the phone to make your call & when the call starts ringing, use your 3-fingers to turn V-O off. Now, when you get a call, use your 3-finger double-tap to immediately turn V-O off right after you answer the call with a 2-finger double-tap. This is for the I-Phone 4 & 4S. HTH!
