Yes. Go into Settings, General, Accessibility, VoiceOver, Typing feedback. In there you will find settings for both software and hardware keyboards. You can set them to silent, characters, words or both characters and words. Each one has separate controls so you can have the on-screen (or software) keyboard set to just words, and the hardware keyboard to both characters and words, etc.
