Hi Jenny, It works the same way as on any iDevice. You double tap and hold on an app, after you hear the tone andVoiceover says "Moving" followed by the app name you drag it to where you want it to be. If you drag an app on top of another app and lift your finger a folder will be created and it will be named according to the category of the app you dropped the other app on.
