NetFlix won't give you access to live TV, but you can stream content
from it's servers. It contains a lot of TV and movies, including some
original NetFlix content. Here's what I got from the share button in the
App Store:

watch TV on your iPhone. It's a way to control your TiVo, which is a DVR. I
have access to all of the channels from my cable provider. Basically, I can sit
in front of my TV and use the TiVo app instead of the remote and have access to
almost all of the features I would by using the TiVo remote and the on screen
menus.
I'm not posing this as a solution to your request to watch TV on your iPhone,
but I'm just pointing out that there are some accessible receiver/app
combinations out there.
As far as watching TV on your iPhone, have you looked into NetFlix? Again, I"m
not sure that's an option for you, and the NetFlix app isn't the most accessible app
in the world, but it is usable.
