Yes, the US has complex rules about what technologies can and cannot be sold 
and shipped out of the US. Many of these rules are even contradictory with each 
other. I find it amusing considering that most of the products are now 
manufactured in countries where they cannot be sold or shipped to because of US 
regulations.
