I just tried doing this using Orca and Firefox, and I couldn't get to
the drop down menus, so it was pretty frustrating.
Using Chrome with ChromeVox though, it was a snap.
1) Brought up Google voice by going to google.com/voice and signing in.
2) Tabbed down to the Settings popup button, hit down arrow twice to get
to the settings item and pressed enter.
3) Tabbed down into the Phone tab and found the line that sounded like
"Add a new phone blank". I pressed enter here and then just filled in
the information for the new phone.
I suspect it depends a lot on your browser/screen reader combination as
to how doable or frustrating this is.
BTW, I did this for real for myself quite a while ago, and I bet I was
using NVDA or JAWS and probably Firefox, although it might have been IE.
I don't recall, but given my various experiences with Google Contacts
and Google Voice, it could have been pretty frustrating.

You can have Google Voice ring multiple phones. I've only ever used the
web site to set this up. I'm not sure if any of the apps will let you
set this up or not.
