I know that you disagreed before and that is of course perfectly OK. I also
did not say I wanted Voiceover muted meaning I don't want iOS to do the
equivalent of a 3-finger double tap when a call comes in. Everybody else who
wrote had some suggestion which was another work-around like turning down
Voiceover volume with the rotor to the point where it didn't bother me on
the call, flick the mute switch etc. 
All I am saying is that I don't like Voiceover to automatically start
reading incoming text messages, emails and push notifications or to have an
on/off switch somewhere in the Voiceover settings area where a person could
tell it not to do so which would allow people like you, David, to leave it
off so that it will read whatever comes in. I am not saying I want Voiceover
disabled completely or muted as in speech off.
I was answering Tessa's question which was whether there was a way to stop
Voiceover from automatically reading stuff while on a call by explaining
that no, there was no way of doing so other than to do something like turn
speech off which somebody had already suggested. All I did was elaborate on
that hoping some more people would write to Apple about this which I have
done at several occasions. If this is unchanged in iOS 7 I will do so again
requesting that this will be added as a feature that is controllable by the
user.

Well, I must very strongly and completely disagree with you here. If Apple
automatically disables VoiceOver during a call, I will complain quite loudly
and vociferously. I turn VO volume up when I need to interact with automated
phone systems, and turn VO down when otherwise on the phone. This way, I am
able to here text messages when they come in, even when I am on a phone
call. Given the nature of my business, this feature is extremely important.
And yes, my mobile phone is my only line.

I can agree that Apple implement a setting to disable automatic reading of
prompts whilst on a call, but to fully disable this feature would be major
frustration for me, and for others who I know.

The fact is, if people do not like a feature or factor, they complain about
it. If people like a feature or factor, they do not say anything. Even more,
people who like a feature often do not read the messages from the people who
are complaining about it. I have heard this referred to as the echo chamber
effect, since all you hear are the voices that agree with you.
