One major difference between the Seeing Eye app and any other GPS app are blind specific features such as announcement of cross streets, the LookAround wand and description of intersections such as 4-way intersection with explanation of which roads you have and which direction they are going. If you simply want an app to use in a vehicle and to assist a driver then I think Navigon is still the way to go although maybe Google Maps will do the trick, I haven't tried it.
As for the Seeing Eye app, it uses the MapQuest engine, but it uses map data from Navteq and Open Street Maps. Navteq is also used by Navigon and Garmin.
