You definitely do not want to sign up for a new Apple account.  As you
already found out, you can't sign up for an Apple ID with the same email
address twice and if you were to register another Apple ID with another
email address, then none of your previous purchases would be available to
you. All app, music, movie etc. purchases are tied to your Apple ID and
whichever email address you use. You can change your Apple ID email address,
but if you sign up for a new one it will be a blank/empty account.

 

I have no idea why the password reset email does not show up for you and I
suggest you write to iTunes store support at the following direct email
address and explain your problem:
