Correct it did the same on mine. I think it took a little lessthen 15, but it does take a little time.

On my iPhone 4S it took about 15 minutes to count up to 100% and when I was at 99.5% or something like that I got the warning that my storage capacity was almost full, but the app warned me about that at the beginning. I recently heard about an app called iClean by Monkey Taps on the Today in iOS Podcast and the people who called in to the show had pretty good things to say about it. Anyhow, I thought I give it a try, it's a 99 Cent app, it seems to be fully accessible and seems to do what it promises. On my iPhone 4S 64 Gig it freed up about 350 Mb of space, not a huge amount, but the main purpose of the app also is to overwrite deleted files so they can't be recovered. As I am getting ready to possibly sell my 4S if I decide to buy the 5S this is probably not a bad idea.
