I think that's just a matter of the servers being overloaded, both downloading and verifying the update. The download took quite a while and my iPhone 4 took an incredibly long time to actually install the update, but it's up and running now. Make no mistake, it is slower, but new features like control center, particularly the ease in switching between and closing apps works as advertised. If you plan on upgrading to a 5s soon, I'd say it wouldn't hurt to upgrade the 4 and play with the new features. If you're holding off on the purchase for a while though, I'd think twice as I could easily see getting frustrated by the lag.
