Hi, try not to get discouraged. There are some very new things and very new ways to do things in the iOS 7. I think once you get used to them you will like it. I understand your concerns, and I am not criticizing you at all. You have a right to express yourself. As for voiceover, there is a new option in the voiceover settings that allows you to silence the voice over sounds. You can include this in the rotor so that you can use it anytime you like. The problems you discussed are definitely bugs, and I hope Apple will fix them. There is an action option on the rotor and if you select that you might be able to move through your screens more easily. I am not sure about that one. I would recommend that you get Jonathan Motson's book. It is called I OS 7 without the eye it is a great book and gives lots of information about how to use new features with voiceover in iOS 7.
