Hi, not exactly. The list of apps is from what I understand, meaning
that if you already have them in your iTunes library, the files are
there, but a second copy isn't added. So for example if 3 phones sync
with the same computer and they all have the Skype app, only one copy is
actually on the computer, but the list of apps for each phone is
maintained as part of each individual backup.
