These 4 finger swipes work on iPad but not on iPhones. They work fine on my
iPad mini. There are a few other multi-fingered gestures that are iPad
specific which makes sense to me due to the difference in screen sizes.

I could not get four-finger vertical flicks to work, either on the home
screen, in the running app, or in the app switcher. That said, whilst in the
app switcher, a four finger tap on the top half of the screen is the same as
left flick, and a four-finger tap on the bottom half of the screen is the
same as a right flick.
