At least for what I use my iphone for, there really was not any learning curve at all. The main difference I noticed was in the app switcher, you swipe up with 3 fingers to close an app rather than double tapping and holding it. Other than that, it's pretty much the same as before. As far as forcing you to update, ever since I can remember, when there is an update, it is automatically downloaded, but you can choose whether to install it. If you choose not to install it, I don't know of a way to delete the downloaded file though.

You can hold out as long as you see fit.  The upgrade is downloaded, not
installed.  If you can live with thee update on your phone ready to install,
I don't see the reason for your hessitancy anyway.

I don't understand the hold out either and actually think this is a
good move on Apple's part. I know iOS 7 contain bugs, but all initial
releases of software, regardless of platform, will have bugs. They
will only improve not worsen over time. I have a few bugs myself in
iOS 7 but I cope with them and they are not deal breakers for me. I
guess some of us on here, as well as some of the general public, do not
like change.
Well it's what it is so deal with it. And that's not me being harsh;
that's me being realistic.
