Dictation basically is S|IR|I, in any case, it definitely won't work if SIRI is turned off, if you have no 3G coverage or if SIrI is temporarily unavailable.

I just turned Siri off and tried to dictate into a Mail message, but didn't get anything after I brought focus to the message body with a single finger double-tap, then tried a 2-finger double tap to activate dictation.
