Hi,
No. Dictation has been around since IOS 5 if you were using an iPhone 4S
or newer. To the left of the spacebar is a button labeled dictation.
Double tap it and you can have your speech converted to text.

Hi,
Siri and dictation are 2 different things. Even with Siri turned off,
you should still be able to use the dictation feature.
