Hello,

I have a 3rd Gen iPad and ever since I've updated to iOS 7 I too, have noticed 
that VoiceOver will no longer track when I read webpages either in the page or 
in app reader view.  I never had this problem prior to the upgrade.  

Interesting that doing a restore didn't fix the problem, as I was considering 
doing that.  I may have to take my iPad into an Apple store and have them look 
at it.  However, I still can "read" the page, as VoiceOver will still read the 
text, only thing is that the tracking won't happen, therefore no clicks will be 
heard and I can't see the page moving.  

I think that on my iPhone 4S it does track but I'll have to double check that.
