It happened to me too. I have 7.02 and when I use the BT keyboard, of course, the keyboard on my phone does not show up. However, when I turn off my keyboard, tand even turn off my Bluetooth setting, the keyboard still doesn't show up. I had to restart the phone for this to be fixed. I also tried to show on screen keyboard from the BT keyboard, but with no luck.
