No, this cannot be done. All of Apples replacement and new iPhones are now
running iOS 7, and they cannot be downgraded to the previous version. You must
choose between a faulty headset jack and iOS 7.

Hi Alan,
Correct, when you try to restore to iOS 6.1.3, a verification is part of this
process and this is where you will most likely get a message that it can’t be
done. Your chosen course is best, i.e. find an Apple Store which has an iPhone
5 on a shelf which still have version 6.1.3 on it.

Subject: iPhone 5 Warranty Replacement Without iOS 7
I need some advice from those of you who have dealt with Apple and know a lot
more than I do about IOS versions and Apple's signing of them. I have an iPhone
5, 64GB that I purchased in February of this year that is running iOS 6.1.4.
I'm not saying I'm not ever upgrading to iOS 7 but I'm definitely not
interested in doing so at this time. My problem is that the headphone jack on
my phone is faulty. I use the earpods extensively and I have to fiddle with the
plug every time I plug in the headset until I get the proper volume coming out
of the earpods and get the volume and remote buttons on the earpods working.
I'd say that 90+% of the time when I plug in the earpods, the volume is lower
than it should be and the headset buttons don't work until I get the connection
right. I've already had the earpods replaced once and this did not help so I'm
convinced this is a earphone jack hardware issue.
I would have preferred Apple replacing the phone through the mail but the
senior advisor I spoke with tells me that they can't request the iOS version it
comes with and he's fairly certain it will come with iOS 7. So I'm going to the
Apple Store tomorrow and hoping that any 64GB black iPhone 5's that they have
in stock still have iOS 6.1 on them. I will take my laptop with me containing a
full encrypted backup using iTunes from which I can run a restore and get my
apps and other things on the new phone.
I'm curious if Apple had sent me a replacement through the mail with iOS 7 on it and
here's where I need help in understanding the iOS installation process and what I believe
I've heard folks on this list call Apple's signing of it. I take this to mean that even
if one has a version of iOS on their computers, installing that version requires an
action and signing or "blessing" if you will from Apple as part of its
installation. The Apple senior advisor I spoke with didn't seem to understand this and
that's why I'm posting this message. I did download the
iPhone5,1_6.1.4_10B350_Restore.ipsw file about 1am the morning of September 20th from a
link provided on this list. This file is about 1GB in size but I need someone in the know
to explain if I could successfully install this on a new iPhone and what the steps would
be. I think I understand that this can't be done from what I've read posted here.
I appreciate anything helpful anyone could post on my issue. What I don't need
is someone trying to convince me why I should just accept iOS 7. Believe me
when I say I've thought extensively about the iOS I want to run and that I also
think Apple could get me a replacement iPhone 5 with iOS 6.1.4 if I talk to the
right person.
Thanks.
