Hi Barbara, Yes, you can track your phone and also wipe it by going to www.iCloud.com, log in with your Apple Id and you have full access to your device. However, the site is not very screenreader friendly both in Windows and on a Mac and in any case, when it comes to checking where your iPhone is you would have to get sighted help since it will be displayed on a map.
The activation lock in iOS 7 is definitely an awesome improvement. Nobody can turn Find my iPhone off unless they know your Apple Id password and the phone can't even be restored via iTunes without your Apple ID and password, not even if you force the phone into recovery mode.
