I don't know. I just tried this. I pulled up the AppStore Search, entered the search field and1-finger double-tapped to enter text-editing mode. I then entered the letter "A" with the keyboard, and a space. I then 2-finger double-tapped , waited for sound, said "Question", and did another 2-finger double tap to end dictation. I then moved focus out of the text field and back, then read what was in the text field and it spoke "A question".
So, I guess the first thing to know is whether you can manually enter text using a keyboard into the text field. If you can't use dictation, I'd say to make sure you have an internet connection, as the dictation, like Siri, is sent to the servers for processing and then sent back to your device for insertion, once the spoken word has been processed into text. No internet connection via data or WiFi, no dictation or Siri. Other than that, I'm stumped. When done dictating, do a 2-finger double-tap to end dictation. Then remember to enter the Search key or Send key to activate whatever action is appropriate, or advance to the next text field.
