I think it did on my 4S when I upgraded to IOS 7, but I don't really
recall anymore. Either way, you can force the download by going into
Settings -> General -> Accessibility -> voiceOver -> Languages and
Dialects double tapping on your default voice and then double tapping
the enhanced quality to toggle it on. The download should start if the
HQ voice isn't already on your phone.
