You're absolutely correct. You could, of course, leave background refresh on
globally but turn it off for anything you don't need. As an example, I don't
follow stocks so I've disabled the Stocks app from updating in the
background.

The only problem with suggestion number 2, that of turning off the
background refresh is that you won't be able to use two apps for navigation.

 

For example, I use Navigon and Blind Square.  Turning off the background
refresh means' I'll only be able to rely on one app, and not both.

 

Is my assessment correct on this, or am I missing something that has been
discussed on the list?
