When I go into Settings -> General -> Backup App Refresh, I see a button
at the top that says "Background app refresh". In my case, I have this
turned on. Down below, I see a list of specific apps, and I can toggle
this feature on or off for each app. For example, I have Facebook off
but I have Google Maps on. This way you can incrementally improve
performance and battery life by specifying those apps that you want to
be refreshed in the background and those you don't, instead of the more
draconian measure of just turning off background app refreshing altogether.
