The three finger swipe up, after giving focus to the status bar, will
bring up the Control Center. It won't bring up the App Switcher. I don't
know of another way to bring up the App Switcher, but that doesn't mean
another means doesn't exist.
Interestingly enough, pressing the home button once, while on the home
screen, doesn't do anything anymore. I think Apple is missing an
opportunity to take advantage of this scarce resource, so I gave them
some feedback that the home button should definitely do something on the
home screen, such as bring up the App Switcher.

That's only to close an app.

Hi
I know a person can push the home button twice to bring up the app
switcher.
Is there another way to bring up the app switcher. I thought a person
could
use a three finger swipe up but I have only been able to make that work
once. Am I doing something wrong?
