Hi,
The situation seems to be more hit-and-miss than in previous versions of
IOS. Like Gadget Girl, I, too have to attempt to land on the item that I
want to combine with to create a folder, than move slightly to get IOS to
open a folder. Not sure why that is, but with at least a couple of tries
and a good deal of patience it will usually happen.

Any tips? Has this procedure changed since 6?
