I have sent a report to Apple Accessibility. I’m not fond of headphones when I am in town, but I think you are right in this case. I am also disappointed that this has not been fixed on the 5S, but then again there are other volume issues like the 35% thing when using the volume rotor. For the time being your best work-around would be to use a headset, works perfectly when you do this. I also hope you will write to [email protected] and give them that example, the one where you called transit, the more people complain about this the better is the chance they will fix it.
