That is correct, Ron, after all, it is called "Screen Curtain On" or "Screen
Curtain Off" when you do a 3-finger triple tap and not "Screen Off" or
"Screen On".

One has to remember that we are talking about a "touch screen" here, so
turning off the screen which basically is what happens when you lock the
phone, also disables touch. Here is what Apple writes about the screen
curtain:

For added privacy, you can prevent those around you from reading the screen
by using the screen curtain, which temporarily turns the screen black.
The screen curtain is also useful for sighted users who want to avoid
reading the screen while learning to use VoiceOver.

The way I understand it, this statement would be wrong.  The screen curtain
does not turn the screen off, it merely hide's it and, after many, many
tests, does not make any difference on battery drain.  Brightness levels
make a difference on battery drain but not the curtain.

The screen curtain turns the screen off. You can leave your brightness
werever you want and when the curtain is disabled, it will return to that
setting.
